Two housing stocks, forty years apart
Rock Hill is an old mill city with a lot of pre 1970 housing in the grid neighborhoods near downtown, and it is also one of the fastest growing places in South Carolina, with new subdivisions going up on the north and east sides.
The old side wants repairs, leveling and replacements: narrow drives that have broken up, walks lifted by oak roots, steps that have settled. The new side wants first concrete: patios, pads and extensions that the builder did not include.
Working across the state line
Rock Hill is in York County, South Carolina, so the permitting and inspection process is South Carolina's, not Mecklenburg County's. The concrete does not change. The paperwork does, and it is worth having a contractor who has done both rather than one who finds out on your job.

Clay, river bottom, and knowing which you are on
Most of Rock Hill is the same piedmont clay as Charlotte. Closer to the Catawba you get river bottom, which behaves differently: softer, wetter, and less forgiving of a slab poured without stone under it.
That is a base question rather than a concrete question, and it is decided by digging into the actual ground on the day of the estimate rather than by assuming the whole county is the same.
