A county seat rather than a suburb
Monroe has a downtown, a courthouse, industry, and neighborhoods that were built across most of the twentieth century rather than in one ten year window. So the concrete work here is more varied than anywhere else on this list.

On older properties you find a lot of concrete that was added in stages by different people over forty years, tied together badly, with no isolation joints between slabs that need to move independently.
The fix is usually not to redo all of it. It is to work out which slab is actually causing the problem and give the others somewhere to move. Cheaper, and it lasts.
